Shine Kim, Council Member at Songpa District Council, Chair of the Planning and Finance Committee at Seoul National University Graduate Student Council, and Master of Public Policy Candidate at Seoul National University.
Shine Kim is a policy strategist dedicated to advancing public health, education, and youth engagement in governance. She is currently pursuing an MPP at Seoul National University, supported by a full scholarship from the Korea Women Parliamentarian Network. She holds a Bachelor of Laws from Sungshin Women’s University, where she built a strong foundation in legal and policy analysis.
As a Council Member at the Songpa District Council, Shine conducts legislative activities and budget advocacy to research and implement policies aimed at improving the mental health of approximately 650,000 residents. She spearheaded environmental reforms that enhanced local environmental quality indicators by approximately 10% and secured about a 15% increase in the education budget, enabling advanced technologies to improve learning outcomes for students.
In her leadership roles, Shine has strengthened youth engagement in governance. As Vice President of the National Association of Young Local Council Members, she led initiatives that boosted youth membership in local councils by around 20%.
Previously, as the Founder and CFO of Dream Maker International, Shine secured $750,000 in grants and investments to deliver educational programs to over 5,000 low-income students. By implementing cost-saving strategies, she reduced administrative expenses by approximately 25%, enabling a greater focus on community impact.
Her achievements have been recognized with numerous accolades, including the Manifesto Local Assembly Pledge Grand Prize (2023), the First-Class Commendation for Local Government Policy and Legislation (2023), and First Place in the Democratic Party of Korea’s Youth Local Assembly Audition (2022).
With a commitment to evidence-based policy and inclusive governance, Shine continues to drive transformative change in public health, education, and youth empowerment.
